As global e-commerce accelerates, it’s no longer enough for customs to act only as gatekeepers—they must now evolve into strategic facilitators of international trade.
At the 31st Governing Council Meeting of the WCO East and Southern Africa (ESA) Region, held from May 15 to 16, 2025, in Pretoria, South Africa, discussions centered on building a more resilient and modern customs system. During the event, South Africa’s National Treasury and SARS outlined their upcoming e-commerce customs strategy, emphasizing the critical shift toward more digitized, intelligence-driven customs operations.
WCO Secretary General Mr. Ian Saunders emphasized that customs has three key missions: collecting revenue, facilitating trade, and protecting society. These responsibilities are becoming increasingly complex as cross-border e-commerce grows rapidly. International cooperation and standardized procedures are now more important than ever.
In a world facing global trade uncertainty, illicit financial flows, and fast-growing e-commerce, customs agencies must improve risk detection and enforcement through better standards, information sharing, and technology. Governments need to demonstrate strong political commitment and invest in digital infrastructure to effectively combat smuggling and money laundering. Public-private partnerships are also essential. Working closely with businesses helps customs understand supply chains and better target their actions.
